Middletown Borough Council has hired a financial consultant who will assist with the borough?s budgeting process and analyze its financial activities, officials said.
On March 5, council unanimously agreed to hire CPA Mark L. Morgan, of the Susquehanna Group, to review borough finances. Morgan will work for the borough on a temporary basis, in addition to regular borough finance director Rick Grove and borough auditors Zelenoskie and Axelrod.
?[The financial consultant?s] purpose is to make sure that the I?s are dotted and the T?s are crossed,? borough councilman David Rhen said.
Morgan will look at the borough?s annual operating budgets and investments from 2011 and before with the goal of helping officials decide how to best proceed, Rhen said.
Council voted last month for municipal officials to cut 15 percent ?across the board? with 2013 budget calculations. Department heads must submit a 2013 budget plan with spending cuts of at least 15 percent to council by July 1.
?If you take someone in from the outside, you can get a fresh look at things. It?s not that Mr. Grove is doing anything wrong. It?s just that there might be some things that he hasn?t thought of,? Rhen said after the meeting.
Rhen said that he can?t yet determine exactly how much the consultant services will cost the borough ?seeing as how this is the first time [we?ve done this].? Officials don?t know how long the job will take or which, if any, additional Susquehanna Group associates will be needed to assist Morgan.
Rhen cited the consultant services costing anywhere between $185 to $250 an hour, depending on an associate?s seniority.
