J&J sees continued supply shortages of cancer drug (Reuters)

(Reuters) ? Johnson & Johnson has told doctors it expects a limited supply of its Doxil cancer drug to become available within the next six weeks, but warned the amount would not be sufficient for all patients currently on waiting lists.

Supplies of the drug will fluctuate over the next several months as a contracted specialty manufacturer works to increase production, the company said in a Sept 23 letter posted on its website.

The specialty manufacturer will continue producing Doxil until J&J has transitioned to a new manufacturer, the company said.

The injectable drug, which had annual global sales of about $500 million as of July, is used to treat ovarian cancer and multiple myeloma.

In July, the company cautioned doctors not to begin treating patients with Doxil because its specialty manufacturer was moving out of the contract manufacturing business, which could cause shortages of the drug.

Twenty-five years ago, British newsweekly The Economist invented "the Big Mac index." It was meant to be a fun, easy way to measure purchasing-power parity by comparing the price of a McDonald's Big Mac in different countries. It turned out to be not only fun and easy, but also quite accurate in predicting long-run movements in currency exchange rates.

Quirky economic indicators of all sorts have since propagated. Today, we'll examine one of the better known ones, "the lipstick index," and see what it tells us about three of the world's leading cosmetics companies.

When the going gets tough, the tough wear lipstick
The lipstick index posits that in uncertain economic times, a consumer will turn from more expensive indulgences, like a $500 handbag from Coach (NYSE: COH - News), or $100 yoga pants from lululemon athletica (Nasdaq: LULU - News), to cheaper ones, like $20 lipstick. The term was coined in the early 2000s by Leonard Lauder, then chairman of Estee Lauder (NYSE: EL - News), who found that during tough economic times his lipstick sales went up.

Since lipstick sales aren't broken out individually for any of the companies we're going to look at, we'll instead examine overall company performance. To do so requires a corollary to the existing lipstick theory, i.e., if it's not lipstick consumers are buying, then it's foundation, eyeliner, lip gloss, etc.

If our modified theory holds, in this epic economic downturn, cosmetics companies should be going gangbusters, and therefore be good places to park your money. Let's start by going right to the source of the lipstick index, Estee Lauder.

1. Estee Lauder
Over the past three years, sales at Estee Lauder are up a shiny-red 20%, gross margin has increased from 74% to 78%, and profits have increased an iridescent 208%. Clearly, Estee Lauder is doing its bit to uphold the index.

2. Revlon
If Revlon (NYSE: REV - News) isn't experiencing quite the booming economic downturn Estee Lauder is, the company's performance is solid and keeping our index real. Sales are healthy, if a bit flat, hovering for the past three years in the $1.3 billion range.

Gross margins are strong and have increased, from 63.5% to 65.5%. But most importantly, operating profits have grown from $155 million to $199 million, for a glossy 29% uptick.

3. Cover Girl
Cover Girl is part of Procter & Gamble's (NYSE: PG - News) vast stable of consumer brands. While P&G doesn't break out numbers specifically for Cover Girl, it breaks numbers out for beauty. There, net sales growth was 3% for fiscal 2011, not exactly booming, but healthy, and in line with P&G's other business segments.

Estee Lauder, leading economist?
So all three of our cosmetics companies are doing well through this toughest of economic times. Does this prove the lipstick index infallible and absolute? No. These quirky economic indicators are meant to be guides, signposts that those of us without a doctorate in economics can read and possibly glean some useful information from.

But in the end, amid the fun and bad puns, you're left with three potential investments, companies that are currently holding their own, and more.

Obama says GOP would 'cripple' America (AP)

SEATTLE ? President Barack Obama charged Sunday that the GOP vision of government would "fundamentally cripple America," as he tried out his newly combative message on the liberal West Coast.

Aiming to renew the ardor of Democratic loyalists who have grown increasingly disenchanted with him, the president mixed frontal attacks on Republicans with words of encouragement intended to buck up the faithful as the 2012 campaign revs up.

"From the moment I took office what we've seen is a constant ideological pushback against any kind of sensible reforms that would make our economy work better and give people more opportunity," the president said at an intimate brunch fundraiser at the Medina, Wash., home of former Microsoft executive Jon Shirley.

About 65 guests were paying $35,800 per couple to listen to Obama at the first of seven fundraisers he was holding from Seattle to Hollywood to San Diego on Sunday and Monday. The three-day West Coast swing, ending Tuesday in Denver, offered him the chance to re-engage with some of his most liberal and deep-pocketed supporters.

The trip comes as Obama has shifted from focusing on compromise with Republicans on Capitol Hill to calling out House Speaker John Boehner and others by name. The president has criticized them as obstructionists while demanding their help in passing his $447 billion jobs bill.

The revamped approach is a relief to Democratic activists fed up by what they viewed as the president's ceding of ground to the GOP on tax cuts and other issues while the economy has stalled and unemployment is stuck above 9 percent.

Obama said 2012 would be an especially tough election because people are discouraged and disillusioned with government, but he also said he was determined because so much is at stake.

The GOP alternative, Obama said, is "an approach to government that will fundamentally cripple America in meeting the challenges of the 21st century. And that's not the kind of society that I want to leave to Malia and Sasha."

Obama got a friendly welcome from invited guests at his first stop. But later, liberal activists greeted the president with a demonstration.

"We want to see Obama stand up as strongly as he can to fight for the people of this country who are working out there to make ends meet," said Kathy Cummings, communications director for the Washington State Labor Council. The council helped organize a demonstration outside Seattle's Paramount Theater, the site of an Obama fundraiser with about 1,800 guests. Activists held signs promoting environmental and other causes and urging Obama, "Tax the rich."

Obama and the Republican presidential candidates are working overtime to raise campaign cash ahead of an important Sept. 30 reporting deadline that will give a snapshot of their financial strength. Obama's West Coast visit was heavy on fundraisers: two each in Seattle and the San Francisco area Sunday, followed by one in San Diego on Monday and two in Los Angeles.

He's meeting with the Silicon Valley and Hollywood elite, including an event Sunday night in Atherton, Calif., at the home of Facebook chief operating officer Sheryl Sandberg.

The expected haul from all seven events: $4 million or more.

In addition to the fundraising, Obama scheduled a town hall-style event Monday in Silicon Valley, hosted by social networking company LinkedIn. The trip ends Tuesday with a speech to supporters in Denver, where he accepted the Democratic nomination three years ago.

Obama was pushing throughout for his job proposal, which combines tax cuts, unemployment benefits and public works spending. The bill faces a hostile reception on Capitol Hill, particularly because Obama wants to pay for it with tax increases opposed by Republicans.

A top aide, David Plouffe, said the White House expects a vote in the Democratic-controlled Senate in October. Despite deep reservations even from some in the president's own party, "I think it's got a very good chance" of passing, he told ABC's "This Week" on Sunday.

If he can't persuade Congress to pass the bill, Obama has said he wants to make sure the public knows who's standing in the way.

Jobs are a major concern in California, where unemployment stands at 12.1 percent, highest of any state except Nevada.

Mark DiCamillo, director of California's Field Poll, said that's contributed to a softening of support for Obama among Democratic and independent voters. Obama's job approval rating dropped to 46 percent among Californians in a Field Poll this month. Among Democrats it was 69 percent, but that was down 10 percentage points from June.

"Californians voted for him by 24 points in 2008 and the Democrats and nonpartisans were the backbone of his support and he's losing some of that now," DiCamillo said. "They're looking for Obama to do something."

The summer's nasty debate over raising the government's borrowing limit turned off voters. Many liberals bemoaned the deal that cleared the way for a higher debt ceiling, with Obama agreeing to Republican demands for steep budget cuts without new taxes.

Syrian forces kill 4 defecting soldiers: activists (Reuters)

BEIRUT (Reuters) ? Four Syrian soldiers were shot dead on Monday as they tried to escape a military camp and troops sealed off towns in a continuing crackdown on opponents of President Bashar al-Assad, activists said.

The military campaign has focused on towns and villages north of the city of Homs, where increasing numbers of defectors have been organizing and mounting guerrilla raids on roadblocks manned by troops and gunmen loyal to Assad.

The Syrian Observatory for Human Rights, based in Britain, said the four soldiers were killed by military police when they tried to flee their post in the northern province of Idlib, which borders Turkey. Another seven soldiers were arrested.

In the town of Rastan, north of Homs, three people were injured when troops opened fire with heavy machine guns mounted on tanks surrounding the town, which lies on the main northern highway leading to Turkey, residents said.

Faced with expanding street protests demanding an end to 41 years of Assad family rule, the president has sent troops and tanks into cities and towns across the country.

The military crackdown has killed at least 2,700 people, including 100 children, according to the United Nations. Syrian authorities say 700 police and army have been killed during the unrest which they blame on "terrorists" and "mutineers."

In Homs, a professor at the university's architecture faculty and an officer at a military science college were shot dead in separate attacks, the Syrian Observatory said. One activist said he believed the men were killed by opposition gunmen because of their support for the government.

Syria has barred most foreign media, making it difficult to verify accounts by authorities and activists.

ECONOMIC TOLL

The domestic turmoil and Western sanctions have taken a sharp toll on the economy, which the International Monetary Fund has forecast will shrink 2 percent this year -- a sharp revision from a previous estimate of 3 percent growth.

The government is planning to raise spending in next year's budget by nearly 60 percent to $27 billion, with more than a quarter of that money going on social support including energy and agriculture subsidies, the state news agency said.

It gave few details and did not say where the funding for the extra spending would come from. Businessmen say authorities have banned most imports except for raw materials and grains in an effort to preserve foreign currency reserves.

In Washington, the State Department said the continuing crackdown was changing the dynamic of the Syrian protests.

"It's not surprising, given the level of violence over the past months, that we're now seeing...members of the opposition begin to use violence against the military as an act of self-preservation," State Department spokesman Mark Toner told a news briefing.

Toner said the opposition had shown "extraordinary restraint" in the face of government repression, but that such restraint may not last much longer.

"The longer the regime continues to repress, kill and jail these peaceful activists, the more likely that this peaceful movement is going to become violent," Toner said. "These are unarmed protesters. They remain unarmed for the large part. But...the dynamic is changing due to this continued violence."

Assad's crackdown has also prompted rebukes from Syria's powerful northern neighbor Turkey, once of his main backers.

Prime Minister Tayyip Erdogan told CNN in an interview broadcast on Sunday that Assad will be ousted "sooner or later" by his own people.

"You can never remain in power through cruelty. You can never stand before the will of the people," Erdogan said.

Assad has said foreign powers are using the unrest to divide Syria, and added any state would use similar techniques to end a revolt.

State news agency SANA said authorities found weapons, explosives and ammunition, including 10,000 bullets, in Nasib village close to the border with Jordan.

A Nasib resident told Reuters security forces arrested at least 20 people in the village, where hundreds had protested against Assad the previous night.

SANA also said officials in Homs found weapons, explosives, ammunition and stolen military uniforms in a car. Some of the weapons were Israeli, it said, without giving details.

Syria remains formally at war with Israel, which occupied the Golan Heights during the 1967 Arab-Israeli conflict.

Homs, together with Idlib, has traditionally provided the bulk of majority Sunni conscripts in the military, which is led by officers from Assad's minority Alawite sect.

The two regions have been the scene of some of the biggest street protests against Assad in the last few weeks.

British finance minister George Osborne said the euro zone needed to gain control of the situation by the time leaders of the Group of 20 economies meet in France in November.

"They have six weeks to resolve this crisis," he said on the sidelines of semiannual policy discussions in Washington.

World stock markets, which had plunged to a 14-month low on fears about the scale of the crisis, steadied after European Central Bank officials said they would use more firepower to help the banking system withstand financial strains.

Pressure is growing on European governments for a recapitalization of the region's banks to strengthen them in the event of a Greek default.

At the same time, European policy-makers seemed to be warming to the idea of giving more muscle to their bailout fund, which would be sorely tested if Athens defaulted.

Greek Finance Minister Evangelos Venizelos was quoted by two newspapers as saying an orderly default with a 50 percent haircut for bondholders was one way to resolve the heavily indebted euro zone nation's cash crunch.

Greece is in tense talks with the International Monetary Fund and European authorities, known as the troika, to secure a new 8 billion-euro installment of its rescue package to avoid bankruptcy in October.

In return for aid, Athens pledged austerity measures, but negotiators have expressed frustration at what they say is Greece's slow reform pace. The nation's finance minister is due to meet the head of the IMF on Sunday.

"The troika officials said they were going over again measures they had agreed to months before. They said they had a sense of deja vu," a source close to the talks said on condition of anonymity.

October's loan payment, however, is still widely expected to be made. The next installment is due in December.

ECB President Jean-Claude Trichet urged authorities to take decisive action, saying risks to the financial system had "increased considerably."

Lawrence Summers, a former U.S. treasury secretary, gave a somber assessment of the dangers facing the world economy, including a U.S. recovery that has neared a standstill.

"This is the 20th annual meeting (of the IMF and World Bank) I've been privileged to attend. There has not been a prior meeting at which matters have had more gravity and at which I have been more concerned about the future of the global economy," Summers told a discussion panel.

PUZZLE PIECES

As European policymakers looked to piece together a bolder crisis-fighting strategy, investors took some relief as three officials said the ECB could revive its one-year liquidity lines to shore up banks.

"I think it might be advisable to think about reintroducing this approach," ECB governing council member Ewald Nowotny said.

The IMF, which has been pressing aggressively for a recapitalization of Europe's banks, reckons the debt crisis has increased their risk exposure by 300 billion euros.

In a sign Europe was coming to terms with the idea of a recapitalization, France's top market regulator said 15 to 20 banks needed extra capital.

The growing talk of a Greek default met with stiff opposition from German Chancellor Angela Merkel. She told a meeting of her political party members that default was not an option because it might trigger a domino effect with other struggling economies. "The damage would be impossible to predict," Merkel warned.

Politicians in northern Europe, especially in Germany, have opposed dedicating more money to fight a crisis that they see as caused by the profligacy of other euro zone members. Now, leaders will have to navigate the tricky politics.

"It's not a question of ability for the euro zone," Bank of Canada Governor Mark Carney. "It is a question of political will."

ECB governing council member Klaas Knot told a Dutch daily a Greek default could no longer be ruled out, a warning echoed by the IMF's top official in Europe, Antonio Borges.

"If the Greeks do what they have to do there will be no default," Borges said. "But on the other hand if they hesitate, procrastinate, find it impossible ... then it is very hard to avoid."

G20 finance ministers and central bankers had pledged on Thursday to "take all necessary actions to preserve the stability of the banking system and financial markets as required," a statement that failed to placate investors.

The G20 communique said the 17-nation euro zone would implement actions to "maximize" the impact of the region's bailout fund by mid-October.

G20 participants did not say how the 440 billion-euro European Financial Stability Facility might be altered although French Finance Minister Francois Baroin used the word "leverage" in comments to reporters.

The United States has called on Europe to leverage up the EFSF to give it more firepower.

Red Bull driver Sebastian Vettel says he does not feel any pressure to clinch the Formula One title at the Singapore Grand Prix on Sunday, and will attack the race with his normal aggressive style.

Vettel is almost guaranteed of successfully defending his title, and if he takes 13 more points than Fernando Alonso in Singapore, he will win the championship with five races to go.

Vettel says he is not over-eager to take the title in Singapore, adding "it does not matter when, it matters to us that it happens."

Though he can afford to accumulate lower points rather than win races for the rest of the season, Vettel says "it would be wrong to drive with the handbrake pulled, thinking 'I just have to finish.'"

Congress' kibitzing won't deter Fed

After three years of dealing with the biggest financial collapse since the 1930s, the Federal Reserve is coming up short on ideas to get the economy back on track. But there's no shortage of advice from Congress on how the central bank should do its job.

As the central bank wraps up one of its most critical meetings in years, congressional leaders on both sides of the aisle have unleashed vocal critiques. GOP leaders sent Fed Chairman Ben Bernanke a letter?telling him to hold off on any additional easy-money move to lower rates to try to spur the economy. Meanwhile Barney Frank, the ranking Democrat on the House Finance Committee, is set to introduce a bill to remove the voting powers of five regional Fed bank presidents (chosen from the 12 regional banks on a rotating basis) and replace them with five appointees chosen by the White House and approved by the Senate. ?

Former Fed officials say the congressional kibitzing will have little impact on the Fed's?decision-making.

"The Fed isn't going to be held back," former Fed governor Laurence Meyer, who is now a?private?economist, told CNBC. "In fact, if I were a member of the board, I'd want to do something bigger today just to send a message to those people."

Fed watchers widely expect the Fed to reach deep into its bag of monetary tricks to try to push long-term interest rates even lower than the current rock-bottom?rates through a maneuver dubbed Operation Twist, which was last tried in the 1960s. When it reports on the results of its deliberations on Wednesday, the policy-setting Federal Open Market Committee also may take the unusual step?of setting fixed targets for unemployment and inflation.

Extraordinary times?

Deliberations over?those?extraordinary measures come at an extraordinary time. The European financial system is teetering on the edge of collapse. Four years after a historic housing bubble burst, prices continue to fall. Unemployment is at levels not seen in decades.

Now, top congressional Republicans have taken the uncommon step of telling the Fed what to do, urging policymakers not to make any more efforts to lower interest rates. In a letter to Bernanke, the group argues that the Fed's policies haven't helped the economy expand or boost employment and that current policies may spark inflation, a view also held by several Fed governors. ?

"We have serious concerns that further intervention by the Federal Reserve could exacerbate current problems or further harm the U.S. economy," the letter said. The Fed said it had received the letter, which was released by Republican leaders, but it had no further comment.

Fed-bashing also has been popular among Republican presidential candidates. Former Massachusetts Gov.?Mitt Romney said he would not reappoint Bernanke, while Texas Gov.?Rick Perry, another leading Republican candidate, called the Fed chief's actions "treasonous" and all but threatened him with bodily harm.

"If this guy prints more money between now and the election, I don't know what y'all will do to him in Iowa, but we would treat him pretty ugly down in Texas," Perry told supporters in Iowa last month.

Though unusual, it's not the first time the Fed has been the subject of political pressure. The White House famously pressured then-Fed Chairman Arthur Burns to ease monetary policy to aid President Richard Nixon's re-election ?in 1972. After Burns' successor, G. William Miller, failed to contain runaway wages and prices, President Jimmy Carter replaced him with Paul Volcker, who ultimately tamed inflation after it cost Carter his job in 1980.

Earlier this year, Republican lawmakers blocked President Barack Obama's nomination of MIT professor Peter Diamond to serve on the central bank's board. Diamond, a Nobel laureate, had voiced support for the Fed's easy-money policies.

Frank has a different bone to pick with the central bank. He argues that Congress should have a greater say in the selection of the presidents of the regional banks, who sit in on policy meetings and become voting committee members on a rotating basis. Those presidents are now chosen by regional boards made up of local bankers and other business leaders.

Defenders of the system argue that it was created as a compromise to give regional interests a counterbalance to the central banking powers in Washington and New York, where the Fed president is a permanent voting member of the committee. Giving the regional bankers voting authority helps lend their views added weight in setting Fed policy, according to former Fed governor Randall Kroszner.

"When I was sitting there I never really thought so-and-so is voting and so-and-so is not voting. I was listening to what they're saying. But I think if they never voted I might not have listened as carefully," Kroszner told CNBC.

Congress has only nominal oversight of the Fed, which by law is required to report to both chambers twice a year and answer questions. Beyond that, the legislature has historically respected the separation of powers and the need to cede control of the nation's monetary policy to an independent body insulated from political pressure.

"I personally think an independent Fed is a very, very important thing to maintain," Indiana Republican Gov. Mitch Daniels told CNBC. "Governments that part with the independence of their central banks eventually punish their citizens."

For their part, central bankers haven't been much impressed with the way Congress has handled the fiscal policies of taxing and spending. On more than one visit to Capitol Hill, Bernanke has patiently explained how swollen budget deficits make the Fed's job much harder.

All the more reason the latest GOP pressure will have little impact on the Fed's decisions.

"I think they have to have a laugh about the Republicans," said Meyer. "These are the guys who don't understand fiscal policy now giving the Fed advice."
